W ie ein überdimensionaler Weidenkorb schwebt das oberste Geschoss über
dem massiven weißen Betonsockel und den weißen Metall-Stelen. Einzigartig
und zeichenhaft wirkt dieses in sich ruhende Gebäude durch seine Materialität, Struk-
tur und Kurvenform. Die Kommunalverwaltung in Valence d’Agen im Südwesten
Frankreichs ist ein auf die Stadt und ihre Historie zugeschnittenes Statement! Marjan
Hessamfar und Joe Vérons haben eine repräsentative Behörde mit ureigenem Charak-
ter geschaffen. Der Verwaltungsbau befindet sich am Eingang der Stadt und an einem
geschichtsträchtigen Ort. Einst stand hier ein Kloster aus dem 17. Jahrhundert. Das
neue L-förmige Ensemble schließt an den alten Stadtwall an und besteht aus einem
Neubau und einem restaurierten Bestand. Vier weitere Altbauten wurden dafür ge-
schleift. Erschlossen wird die Behörde auf der Nord- und Stadtseite durch einen groß-
zügigen Platz. Auf diesem voll verglasten Eingangsniveau liegt auch der Ratssaal. Stra-
ßenseitig säumt eine lange, schmale Terrasse die gerundete Fassade. Die stakkatoartig
in Reihe stehenden, hohen Stelen sind von den Schießscharten des Walls inspiriert
und fungieren als Brüstung und Sonnenschutz. Auch besagter Weidenkorb, eine Lär-
chenholzstruktur, schützt die Büros ganz oben vor zu viel Sonne. Innen nehmen die
Architekten das Motiv dieses Flechtwerks wieder auf – hier in der Form der Decke.

T he top floor floats above the massive white concrete base and the white metal fins
like an oversized woven basket. This reposing building looks unique and emble-
matic due to its materials, structure and curve shape. The administration in Valence
d’Agen in the southwest of France is a statement tailor-made for the town and its history!
Marjan Hessamfar & Joe Vérons have designed a prestigious town council with its very
own character. The administration building is located at the entrance to the town and
on a site steeped in history. In former times, a convent from the 17th century was stan-
ding here. The new L-shaped ensemble borders to the rampart. It consists of a new buil-
ding and a restored existing building. Four other old buildings had been razed for it. The
administrative building is accessed on the north side and the one towards the city by
crossing a generous square. The council chamber is also located at this fully glazed en-
trance level. On the street side, a long, narrow terrace runs along the curved façade. The
high fins standing in a row like palings are inspired by the arrow slits of the rampart and
function as a parapet and solar protection. The above-mentioned wicker basked, a
structure of larch slats, protects the offices at the top from too much sun. Inside, the ar-
chitects again take up the motif of this wickerwork – here in form of the ceiling.
